BREAKING: NCC Begins 100MB Free Data Scheme as Students Await Access

Nigerian students in public secondary and tertiary institutions have expressed concerns over access to the Federal Government’s promised 100MB free daily educational data, despite the official commencement of the programme on October 1, 2026.

The initiative, known as the Zero-Rated Data Access to Approved Educational Platforms and Content Initiative, is being coordinated by the Nigerian Communications Commission (NCC) in partnership with the Association of Licensed Telecommunications Operators of Nigeria (ALTON).

The NCC said eligible users would receive up to 100MB of free data daily for accessing designated educational platforms. At the full allowance, this amounts to about 700MB weekly, 3GB monthly and up to 36.5GB annually.

Students Report Delayed Access

However, reports from some students and parents indicated that they were yet to see the promised benefit after the October 1 rollout.

Some students reportedly said they had not received any notification explaining how the allowance would be activated or accessed.

A University of Abuja student was quoted as saying he repeatedly checked his phone during the day without seeing the expected data allocation.

The early complaints have raised questions about how quickly the programme is being activated across participating networks and how eligible students will be identified.

Free Data Limited to Educational Platforms

The NCC has clarified that the initiative is not a general-purpose 100MB internet bundle.

The free allowance is intended for approved and whitelisted educational platforms, including learning management systems, digital libraries, educational repositories, teacher-development platforms, and technical and vocational training platforms.

The Federal Ministry of Education and NCC are responsible for approving and whitelisting participating platforms, with additional platforms expected to be incorporated as the programme develops.

NCC Says Programme Is Designed to Expand Digital Learning

NCC Executive Vice Chairman, Aminu Maida, said the initiative was designed to reduce the cost of accessing educational resources and help bridge disparities in digital learning.

The commission said the programme is initially expected to benefit millions of learners, while industry stakeholders are providing network resources and other support for the rollout.

The NCC also said the programme would be monitored through indicators including service availability, platform usage, consumer complaints and network performance.

Questions Over Rollout

For students who expected immediate access on October 1, the reported difficulties have created uncertainty over the activation process.

The success of the initiative will depend not only on the availability of the promised data allowance but also on clear communication about eligibility, participating networks, approved platforms and how students can access the service.

As the rollout continues, attention is expected to remain on the NCC and participating telecom operators to ensure that eligible learners can access the educational resources covered by the programme.
