BREAKING: Rhodes-Vivour Pledges 100,000 Housing Units, Two-Year Rail Completion in Lagos

African Democratic Congress (ADC) Lagos governorship candidate Gbadebo Rhodes-Vivour has unveiled a series of proposals focused on housing, transportation and waste management, including a pledge to deliver 100,000 housing units within four years if elected governor in 2027.

Rhodes-Vivour made the promises on Thursday, October 1, during The Platform Millennial and Gen Z Town Meeting in Lagos, where governorship candidates responded to questions about issues affecting young residents.

100,000 Housing Units

Rhodes-Vivour said his proposed housing programme would increase the state’s housing stock while making home ownership more accessible through monthly payment arrangements.

He said the homes would be designed to accommodate residents’ changing family and financial circumstances.

The ADC candidate also proposed tenant-protection legislation and mechanisms to address concerns surrounding housing and tenancy.

He criticised suggestions that young Lagos residents should simply live with their parents as a response to rising housing costs, arguing that government should instead address the underlying affordability challenge.

Promises Two-Year Rail Completion

On transportation, Rhodes-Vivour pledged to complete Lagos’ rail network within two years through greater private-sector participation in procurement and financing.

He also promised what he described as a multimodal and affordable transportation system, saying the objective would be to improve connectivity and make movement across the state more efficient.

Waste-to-Energy Plan

The ADC candidate also outlined plans to decentralise waste management and give local governments a greater role in the process.

He proposed developing waste-to-wealth and waste-to-energy systems, including the separation and processing of organic and recyclable waste.

Rhodes-Vivour also raised concerns about alleged inefficiencies and corruption in the waste-management sector and called for greater private-sector participation.

Focus on Young Lagosians

During the town hall, Rhodes-Vivour said his administration would prioritise skills acquisition and employment opportunities for young people.

He proposed vocational training in areas such as tiling, bricklaying and POP installation, with trained workers potentially participating in government housing projects.

He also proposed technical and vocational schools as part of a broader skills-development programme.

Criticism of Display of Wealth

Rhodes-Vivour further said public officials should not publicly boast about expensive possessions while many residents struggle economically.

He framed his proposed approach around what he described as high-impact governance and public services that residents could directly experience.

2027 Lagos Governorship Race

The proposals form part of the policy debate ahead of the 2027 Lagos governorship election, with candidates presenting different approaches to issues including housing, transportation, education, healthcare and waste management.

Rhodes-Vivour’s proposals remain campaign commitments at this stage; their eventual implementation would depend on the outcome of the election and the policies, financing arrangements and legislative or administrative measures adopted by any future administration.
