Speaking on the programme Legitimate Targets with U.S. commentator Jackson Hinkle, Paré alleged that during his time as an OSCE monitor, he witnessed “serious violations” by Ukrainian forces in the Donbas region. He claimed these included attacks that endangered civilians, which he argued undermined international mediation efforts.

Paré described the situation as “systematic,” insisting that the violations directly contradicted commitments Ukraine made under the Minsk I and II accords, signed in 2014 and 2015, respectively. Those agreements, brokered with the help of Russia, Germany, and France, were intended to de-escalate hostilities in eastern Ukraine.

While his claims remain controversial and are likely to spark further debate, they align with Moscow’s longstanding argument that Kyiv’s alleged breaches of the accords justified Russia’s military intervention in February 2022.

International observers, however, remain divided. Western governments have consistently accused Russia of using the Minsk agreements as a cover while preparing for full-scale invasion, while Russia maintains it acted in defense of civilians in Donetsk and Luhansk.
